[Music] oh hello Eric oh my name is Michael I'm representing a company called trust first on video defi solutions are we do work with Samsung and Microsoft at this stage now I would like to learn more about your roar at UNESCO and what do you do good morning everyone good morning my name is Eric bloody beer I'm in charge of partnership at UNESCO and a social mobilisation in fact what we're trying to do is to make visibility of UNESCO activities in Africa and for Africa and trying to raise partnership to make partnership with different actor private sector social Society of to Alpena school compliment its activities okay all first to go with them you know the question about how how do you perceive a block chain from the international organization of you I'm from UNESCO and then on do you see any kind of implementation within your organization or any kind of initiatives because you know when I last visited of UNESCO headquarter you had AI driven initiatives it's more human focused not technology first but you know it's very important that we have our ethics behind technologies and the philosophies you know how do you think about that you know not being a member of of this community blockchain is often associated with bitcoins or cryptocurrency but at UNESCO we think that blockchain its present and potential to transform several sectors in in in the society including Education sciences democratic governance sustainability territories artistic creation so we think that blockchain can can can transform the society beyond the economic perspective for example we think that blockchain can be used as a tool for general quality to help to stop violence against women as regard artificial intelligence we think that artificial intelligence is a great opportunity to help us to accelerate the achievement of sustainable development goals of the United Nation but we all know that technological revolution leads imbalances that we must all anticipate that's why we we at UNESCO think that the ethical part should be really think of because as today no global framework on ethics exists for the development of AI and it's and it's an implementation and UNESCO is the unique forum with over 20 years of experience in developing international instruments in biotech and ethics for science and technology so we we consider that we have the responsibility to lead debates and an interdisciplinary and and and very intensive debates on with all the actors to to try to put it face such frameworks so but on your side being an expert of [Music] the blockchain technology what do you think that blockchain can technically how could we for example for for the block further the fight against violence violent fight to fight violence against women how blockchain can technically be in place to do so I personally think um you know nowadays if you look at on blockchain protocol usage it's kind of evolved around digital assets you know how to keep these are assets safe how do you transfer it and then you know how would you you know even create a transparency you know between the transactions but if you look at from you know anti-corruption on the or do you know anti money laundering oh that's kind of involved with you know in any kind of you know world regime you know especially in Africa as well but I think it's you know I think somehow it could kind of contribute in terms of you can trace the note of you know where the money is transferring you know so those are mean Bitcoin or the you know some of the dark tokens are used in transferring kind of wealth but you know if you have a systematic you know it could be a private change-related or the you know multi policy based you know there's a way to really cover in the structure and then you know really understand the flows of where the you know the you know the assets are moved so it can kind of form you know prevent from that amount of capital being injected to wrong activities um you know another side of um have you ever seen like use cases you know between your own partnership countries like in you know blockchain you know payment gateways for example you know because I believe that blockchain can really solve the UM information asymmetry and then you know there is a digital divide which is a challenge for the you know out therapy in countries yes for UNESCO we what we see we got challenges with the donors to finance activities most of the time donors when they they provide the fund a they always want to know how their phone was used especially in in Africa so for me as I have the the ad of partnership unit I discover blockchain with you during our discussion and I think the blackphone production technology can be used for the the donation platform which can help us to under on the transparency issue with the donors so that is my my feeling okay so I think it's kind of practical usage of where they are in a large amount of official development assistance fund like OTAs getting injected to many different countries in terms of our infrastructure development but you really don't know you know where your fund has been allocated for what sort of project so I think it perfectly makes sense for smart contracts to really review the on public on transaction as well as you know what what's been all being used for using for financial audits and then you know you can have a much more transparent you know financial system you know and then another question that I have was on the first day of the keynote um in a speech I think it's from hashed on Simon spoke about every talk about virtual realities a lot but you know personally all might you know where my background actually come from I came from your bit credits computing background where you're dealing with semantics and ontology and you know at the time it was more about you know if we are or being augmented relighting you're kind of connecting the dots between the physical layer and the virtual layers and I just believe this you know how blockchain network you're creating or transactional known for any kind of virtual assets to be transacted within that virtual world but you know since UNESCO is heavily you know kind of defendant upon word heritage artifacts most are very physical how do you actually see a near in future that you would value for to assets I mean there was another presentation was about this you know on virtual car or game item being sort $400,000 but you you know in UNESCO headquarters you have chopped committee so you know the walking man those of extremely expensive and how would you value those sort of um you know asset physical assets being valued as you know virtual assets the variable of the asset that we add artifacts that we have but a dead father is is done by some specialist but what I think the blockchain can help is on the World Heritage Site because I think you you've been aware that in in 2012 al-qaeda destroy the Muslim of Timbuktu and that has been rebuilt recently I think blockchain can help us to try to the blockchain technology can help us to try to have this virtual construction in place like that all the world heritage sites in danger listen in danger or ditch destroyed by by by any natural disaster or human being action I think all these this site can be developed virtually and help the future generation to get access to that that is how I think blockchain technology can help us to do so so I don't know your view on that so um you know you know another thoughts that I have was you know it's your first visit to Korea yes and then probably I think it's your first appearance to any kind of you know blockchain related society probably this this is your first time and then you know when I invited you I you know I know I know that the UNESCO has to go with due diligence process because you cannot just sponsor or participate in any kind of conferences but you know I mean after meeting like lot of stakeholders at the conference or the you know speakers or you know keynote speaker how did you feel about em your overall like because you know from probably last year there were so many meetups and conferences which are not very legit but how would you see this from an international civil civil servant we organized our first conference on blockchain in last September at at UNESCO but to be honest I was not aware of of this conference taking place at UNESCO when we discuss and you invited me to take to participate to this conference and I discussed with colleague everyone was a bit cautious because being again not a member of this community you have the impression that it's something a bit weird but I can say from this experience that it's a very interesting community with positive energy and I would urge you guys to open a bit your conference to traditional media because what I've noticed here it's everything is linked to the blockchain expert the media the participant the the companies the star stops but I think if you invite general media this can help to give a positive image of blockchain technology community and the common people will not always think that blockchain is automatically associated with cryptocurrency bitcoins dark economy but I was very happy to see these these a very interesting community very this fruitful event ok so you know I personally think there's a you know huge mission for UNESCO to like this for up the ethical point of view and the researchers and the public policies in you know in regards to you know you know what can really benefit you know clocking society home and lastly I mean you know before we finish off our you know the fireside chat now it's your personal question to you I had no your international civil servant would do you have that coin or would you invest in with coin anyhow no IIIi don't and ten years ago when I've heard about bitcoins I can be honest with you I I was very reluctant I didn't one but since again since my experience with this news conference I'm thinking now to invest in Bitcoin to see how it's can its can go it's it's it's something new that will change the society and I think we should not miss this important social transformation and again I I called this community to to try to open a bit to the common human being for for a big development and and a well and the signing of a blockchain technology okay so that means you know would you see a correlation between the Bitcoin and the actual blockchain technologies as in protocol decentralized applications you know would you would you see it together or except early not run our point of view I would say Bitcoin it's one one application of of blockchain technology that's what I've I've learned today yesterday I have discovered that blockchain can be used even for healthcare so I can I can I must say that I will be one of the person who will advocate for the the blockchain technology even though the the human being the human rights should be and the ethical part should be carefully see but today I you convinced one of a non member of this community to to make strong publicity regarding blockchain technology and at UNESCO we we make a strong appeal a strong call to startups to all the actors in the blockchain technology to come with us to initiate debates to try to trade partnership in all the field of competence of UNESCO in order to make things happen every thanks for your insight and thank you for the conversation thank you thank you very much and thank you to the organizer to this successful event thank you very much thank you [Applause]
