Tokenizing Brazil Public Goods: A USD400bi hackathon experience with Mila Rioja

Ethereum DenverMon, Oct 9, 2023, 12:00 AM

What if the public goods (a.k.a Federal Government Assets) from Brazil were managed on chain? What if the selling, renting, monitoring and registry of public assets such as indigenous lands, buildings, rivers, beaches and more happened on chain by means of open source dApps and systems? Can web3 offer solutions to a continental country, bringing tangible benefits to Brazilian people and its economy? Last year in the first ever collaborative and open source hackathon with the Brazilian Government and the web3 community, we experimented with solutions to explore this possible future. This talk aims at sharing the whys', how's and findings of this exciting experience, and instigate possible building paths moving forward. actually an exercise that was done with Federal public goods meaning public goods that belongs to us the individuals so the exciting part of this is trying to think with you whether this is something that could be replicated ameliorated amplificated and done in different countries or maybe done as a undergoing strategy for advancement of countries fantastic can't wait to hear what you have to say let's begin thank you hey everyone good morning I'm super happy and very much excited to be here with all of you for me it's a great pleasure to be talking about this subject here with you today so thank you very much for your time I know we're kicking off this experience and this conference and everybody's so much looking forward to see everything that is going to evolve in the next four days I'm just happy to kick start talking about public goods under uh federal government lenses or better like how can we merge the web 3 way of thinking into real world like problems on a government level and sphere how do we bring web 3 and its learnings into the public goods of not only web3 with itself but also Federal level governments so this is the quick agenda for today I'll just say hi to you again I'll give a very quick intro on Brazil then we are going to talk about like how was this coping this challenge so this is a talk that is much about like the house the whys and the thinking about how to push this forward because the suggestion is can we do this more should we do this more and together then we discussed how we went and uh luckily I would have I would love to have some time for questions so uh this is me and as a brief context on HCC I made a talk and I was talking about like defy your refi as a ladder out of the emerging status and what was I saying in there that Latin America as a whole had um so many opportunities and real world use cases that could Advance the agenda of web3 uh blockchain and the ways we think about Solutions even further so I'm super happy because I spoke about this uh in in June July right in less than six months after I was able to you know with a lot of people in a lot of help but accomplish like a hackathon to solve real world problems in the intersection of like web3 and government so I'm just like living this Trail in there and I'll take this time in the beginning of the stock to say again land America is huge it's diverse it immense and it has a lot of opportunities for its own people so if you want to hack with us the Latin Americans there's a lot we can share so we can produce together so Brazil my beloved country it's around 205 times the size of Switzerland crazy things happen there the intersection of blockchain web3 and the traditional world is so big that the largest and longest standing Bank of Brazil the one that was funded when we started to be where we are like 500 years ago except crypto for the payment of taxes and this is just a bit in terms of like legislation ecosystem culture there's so much that is going on in there so the bridge between web3 and governments web 3 and institutions web 3 and web 2 has already been built by the Brazilians and by the community in Brazil so this is kind of the framework that I wanted to start first to start this conversation Brazil on a government level on the other hand they have this agenda of digital advancement they received recently a prize I think it was by the World Bank as the second most digital nation and government in the world during the pandemics according to a MasterCard report over 73 percent of the unbanked were banked in Brazil so this is what Brazil is like it's a community that is super prone to using technology to using phones to discovering ways to do things uh better or in a heckier fashion um yeah and on this regard there was this possibility of organizing a hackathon with different actors and this is an important part of what we're discussing here and what we are doing um and why this matters so the first entity that took part in this challenge with the with the aim of proposing the problems or proposing what it is to be hacked was the ministry of Economics of Brazil most specifically a Secretariat that called the Secretariat of the Union assets what is that Brazil has been a republic for 200 years now this Secretariat exists for 168 years it was one of the first things that was ever created in Brazil the way we know it for so this Secretariat it holds like the keys to all of the assets that are owned by the union and I'm going to talk a little bit later about what assets they were so what were their role in this to teach about what they do teach about these assets and propose ways or actually to be open to listen to ways to hack it together another institution that was part of this was sapru according to their website they are the largest I.T company in the world the largest I.T public owned company in the world they have workers throughout all the Brazilian territory and they are the ones who built the systems that are used by several parts of Brazil why is this relevant because they already organized several hackathons and this was the first web3 hackathon that they ever took part on another entity that was part of this was the national school for public administration an entity about it the Hazardous as its function and as its role to teach the public administration about whatever relevant subject there is last but not least a very relevant institution that is called flaxo it's a Latin American Institution for social studies so this was our learning experience that took a part and of course us the seller community and the individuals and the web 3 Community but this was all like a big Endeavor of all of us together to push this hackathon forward so what are these Federal assets why are they calling them public goods so Brazil has two trillion hairs in federal assets that's around 400 billion dollars in assets these assets are comprised by buildings forests Islands beaches all of this is part of the patrimony of the union or the patrimony of the Brazilian people these are our public goods and then the question at hand was can web 3 bring something into the way these goods are managed can we think about putting those on chain and what are the benefits or doing that how does a collaboration between the government and the commons can shape into something that brings value and adds value to the individuals so this was the type of thinking that was behind this so wild scoping and designing this Challenge and I must thank the over I don't know 20 30 public officials that were involved in this and super open to listen and specifically I would like to give a shout out um to Fabiana and Yutaka she was the former Secretary of uh the patrimony of the union and Yutaka the relevant person and responsible for everything I.T related because they were super open in discussing the formats that this could shape and take place so how did we think about this I'm an Enthusiast of something that's called computational law which is thinking about like ways to hack things that are of relevance to law government or individuals using different types of Technologies but having as a starting point the law itself so what did we do we looked at the legislation and we saw what does the legislation say individuals or companies can do with public assets and what are the attributions of this entities and these bodies so with that framework we thought about three challenges the first one can we register public assets on a blockchain can we tokenize titles deeds in a way to give ownership and titles on a government level by using blockchain technology so that was the first challenge challenge number two okay now we have a token that relates to a building or to a portion of land or to I don't know a an island what can we do with it based on the legal Provisions that there are can we sell those can we lease those can we do environment preservation initiatives can we have a sorry a real estate investment fund what does the legislation ever allow for this to happen and after that the third challenge was like okay now we have a lot of digital contracts how do we manage them and how do we ensure that they are compliant for the individuals who are using it so it was um this was an educational challenge it was an educational Marathon that counted with in one side all of these public entities you know and researchers and in the other side us the commons the hackers the web 3 enthusiasts the builders trying to prove Solutions in a web 3 scenario on that but we also wanted all of this to be you know full and open source but also a knowledge Source right you can see here that we're kind of shaping this into a way that can make sense a hackathon with this like principles and these challenges sorry but how do we make this happen in a real web tree fashion so one of the things and let me see if I can open this in here we needed to put this somewhere right and also to attract the community so we have a hacker Earth web page on this web page you can find all of the challenges what they are what are going to be the prizes awarded for each of those like the themes that are going to be hacked as we discussed we can also find something that is super important and I wanted to share with you the workshops I'll come back here just to show a bit of this so you can see and I'm just going with the flow here we decided on doing two phases in around two weeks the first one had to be teaching not everybody knows what public assets are and what can be done with them so we had a series of workshops Unfortunately they are not loading here due to the lack of um internet at this point but these are the public officials teaching people what you can do and showing the tools that they use and there's workshops here that are forever recorded you can see what are the public sources of API data from the government that you can use to see where are these Goods they also explain what is their day-to-day like just so people could understand what technologies could possibly be used in this hackathon so this is all here these classes they are amazing they're available in Portuguese if anybody wants to volunteer to translate them as a Brazilian I know this is pure gold and knowledge about like how we do our things so yeah so over 500 people applied it was a rather like tight uh deadline we had two weeks to make this happen these two phases the first phase was like okay let's teach people about what this is Let's Be teach people about what blockchain is in a different Myriad of companies and institutions they applied there was a person with his kid it was the first time that they were coding they used chat GPT and some pre-made tools and they were able to deliver projects on the other hand there were people that were coding that already have established companies they're providing services to different entities so all of these individuals they were part of this experiment and in two weeks one of learning one of hacking they were able to submit around 27 projects on chain from those 19 were awarded prizes we had two ceremonies and the hackathon was fully online and 100 transmitted to the whole Brazilian and why not global population then judges they're super well known uh from different Realms so we had Academia we had known community members Dow members we had people from more institutional background they analyzed this project and they awarded these prizes and the ceremonies we would have everything like transmitted both online and in presence for a few people all of this is recorded for future hacks um these are some prizes of the trophies that we gave I cannot show it right now but the back part of it is an art a digital art that was made by a Brazilian artist that represented all of the patrimonies of the Union as we know it and lastly what I wanted to do here is kind of what I did on XC seats it's to be a little bit like provoking do we think it's relevant to take the web 3 mindset or the web 3 way of doing things and hacking Solutions with an open heart to this type of public goods which are the federal public goods do we think that is relevant if we think that's relevant how can we assemble this tactical teams because as you've seen it this was like a partnership they entailed a lot a pre-existing government way of thinking about digital inclusion an entity that was already doing hackathons educational entities so it's a lot of work to put something like this to work what is the best way that we can do this can we replicate this should we replicate this what can we prove what is the type of infrastructure that we need in place in terms of public knowledge apis and sources to put something like this to work should this be something on a Latin American level that we can on a constantly basis plug in to the crypto events that are taking place and also have track facts they're going to be thinking about this so these are some of the the pro the provoking like thoughts that I wanted to share with you and last but not least as you've seen in the beginning of this presentation I deeply believe that in the intersection of like public real issues there is a way for us to hack creatively Solutions I truly believe in that and I think we can do this in a compliant fashion and also in a fashion that we can bring more people into our mindset this was 400 billion dollars worth of assets of course this was a thought experiment right but what if one percent of this was actually directed to the web tree to take care of and to hack upon one percent of our 400 billion dollars it's a lot and it's a challenge we can undertake together so I just wanted to live like this uh with this mindset we build a lot of public goods uh on web3 but we also have a lot of public goods in the real world can we take care of them together can we take care of them with a refi a regenerative mindset we are in regen landia sorry for my accent or not stage how do we think about doing that together I only have two more minutes I could be here the whole day um I try to be like as fast as possible but I wanted to give time to somebody to ask a question if you want these are the best ways to connect with me if you like to hack in the intersection of real world problems creative crazy Solutions I'm a person to do this with you thank you very much for the ethereum Denver stewards oh
